Report on EU Work Plan for Sport 2021-2024 highlights potential topics for its successor
The European Commission has recently adopted a report on the implementation and relevance of the European Union Work Plan for Sport 2021-2024.
This report will assist in the preparation of the upcoming EU Work Plan for Sport for 2024-2027, which EU Member States are currently negotiating under the direction of the Belgian presidency of the Council of the European Union.
The report was informed by a consultation with Member States and other sports sector stakeholders, whose views are included.
It also evaluates the implementation of the Council Recommendation on health-enhancing physical activity (HEPA) across sectors, based on reporting from the World Health Organisation and a network of Member State correspondents.
Potential topics for upcoming work plan
The report highlights areas as potentially meriting attention under the next work plan, such as
- promoting the “European Sport Model”
- shaping value-based sport governance
- upholding high standards of integrity
The continuing engagement with sustainable development will be essential as we build on green, innovative and inclusive practices in sport.
Ensuring equal and fair access to sport participation for all, while respecting the needs of underrepresented groups including women, people from disadvantaged backgrounds and a growing group of elderly and people suffering from chronic disease or disability, should also remain a priority.
The report also calls to continue upholding values in sport, combatting discrimination, violence, intolerance (e.g. hate speech), social exclusion, and all kinds of marginalisation.

The EU work plan for sport is the key document setting out the priorities, objectives, and activities of the EU’s sport policy.
The current 4th work plan focuses on integrity and values in sport, the socio-economic and environmental dimensions of sport and the promotion of participation in sport, as well as health-enhancing physical activity.
